APS Certificate Nigeria: Do You Actually Need One? (2026 Update)

Let me give you the answer first, because you have probably already been told something different. If you did your schooling and your degree in Nigeria, you do not need an APS certificate to study in Germany. There is no APS office in Nigeria, there is no APS interview in Abuja, and there is no APS fee for Nigerian qualifications. If someone has asked you to pay for one, stop and read this page before you send any money.

What happened in my own application

When I went through the German student visa process from Nigeria, nobody ever asked me for an APS certificate. Not the university, not uni-assist, not the mission. I did not know at the time that this was because Nigeria simply is not on the APS list, and for a while I assumed I had somehow skipped a step everybody else had to take.

It was only later, once I started helping other people with their applications, that I understood there was no step to skip. What there was instead was a steady stream of people being quoted fees for a certificate that does not exist for Nigerian qualifications. That is the reason this page exists, and the reason it is written this bluntly.

What the APS certificate actually is

The APS, short for Akademische Prüfstelle, is a document pre-check run jointly by the German Embassy and the DAAD. Its job is to confirm that an applicant’s certificates and academic history are real before a German university ever looks at the file. Where it applies, you cannot apply to a German university without it, and the university will simply reject an application that arrives without the certificate.

It was built for a specific problem in a small number of countries, and it has never covered every applicant. That last part is where the confusion around the APS certificate Nigeria question comes from.

Who actually needs an APS certificate in 2026

According to uni-assist, the organisation that actually processes most international applications to German universities, the APS “exists in China, Vietnam and India”. Mongolia runs an equivalent check through the German Embassy in Ulaanbaatar. That is the full list. Checked 24 August 2026.

Here is the rule that clears up almost every argument about this: the APS follows the country where you studied, not the passport you carry. It is a check on an education system, not on a nationality. Nigerian qualifications are not in scope, so no APS office was ever opened here.

What the German mission in Nigeria actually asks you for

You do not have to take our word for it, and after the mistake we made on this page you should not. The German Mission in Nigeria publishes the full student visa document checklist. Open it and read it yourself. It is the operative list, the one the officer works from at your appointment.

Here is everything on it, as at 24 August 2026:

• Completed application form in English or German, signed by you, plus a signed declaration
• Visa fee of 75 euros, payable in cash in naira at the consulate’s rate on the day, or by POS
• Two passport photos, 3.5 x 4.5 cm, white background, not older than six months, not glued or stapled
• Original passport plus a copy of the data page, issued within the last 10 years, valid at least six more months, with two free pages
• Birth certificate, with different rules depending on whether you were born before or after 13 December 1992
• WASSCE or NECO certificates, and BECE
• Degree certificate and transcripts, or vocational qualification if that is your route
• CV covering certificates, professional training and work experience
• Signed motivation letter setting out your plans, expected career benefit and future plans
• Admission letter from a German university stating course, start date and language of instruction
• Language proof, as a rule B2 in the language of instruction where there is no preparatory language course
• Proof of finances, normally a blocked account of at least 11,904 euros for the first year, releasing 992 euros per month
• Proof of tuition payment for the first year, where tuition applies
• A self-addressed prepaid courier envelope

Read that list again and notice what is not on it. There is no APS certificate, no APS appointment, no APS fee and no APS interview. Not mentioned once. If the requirement existed for Nigeria, this is the single page on the internet where it would be impossible to miss.

So how do your Nigerian documents get verified?

They do get checked. Thoroughly. The check just is not a separate certificate you buy in advance. It happens in two places you are already going through anyway.

1. At the admission stage, through uni-assist

Most German universities have uni-assist assess international applications. They take your WASSCE or NECO results and your university transcripts and grade them against German entry standards. Many universities then require a VPD, the preliminary review document uni-assist issues. Costs, checked 24 August 2026, are 75 euros for your first course choice and 30 euros for each additional one. Universities can also confirm WAEC and NECO results directly through the official e-verification portals, and they do. That is the real reason your result needs to be verifiable online, and it is why a scratch card that has already been used causes so much trouble.

2. At the visa stage, at the mission

You present your original documents at your appointment. The mission examines them and returns them to you once the application has been processed. If anything is inconsistent, that is where it surfaces. Some applicants are also asked to have documents legalised, which is a genuine process and a different thing entirely from an APS. Two checks, both inside processes you already have to complete. No third certificate, no extra appointment, no extra fee.

The one case where a Nigerian does need an APS

Because the rule follows your education and not your passport, there is a real exception, and it catches people out.

If you completed your secondary schooling or your degree in China, India, Vietnam or Mongolia, you need an APS from that country’s APS office before you apply to a German university, even on a Nigerian passport. A Nigerian who studied medicine in India is in exactly the same position as an Indian classmate. A Nigerian who did a Master’s in China needs the Beijing APS.

If every stage of your education happened in Nigeria, or anywhere else off that list, no APS is required anywhere in your application.

Why so many websites tell Nigerians they need an APS

This misinformation is genuinely everywhere, and it is worth understanding how it spread so you can spot the same pattern on other requirements.

When Germany added India to the APS system in November 2022, a lot of study abroad blogs rewrote their checklists at once. Some carelessly extended the new requirement to other countries sending large numbers of students, and Nigeria was an obvious one to sweep in. Once a handful of high traffic pages carried the error, everyone else copied them, aggregators picked it up, and AI assistants started repeating it back as fact because the same claim appeared on so many pages.

We were part of that problem, which is why this page now exists in this form. The tell is always the same: the pages asserting a Nigerian APS are blogs and agency sites. The primary sources, meaning the German mission in Nigeria, uni-assist and the DAAD, have never listed Nigeria. When a requirement matters, go to the mission’s own checklist and ignore everything else.

What the German government’s own visa portal says

Since 17 February 2025, every German visa application starts on the Federal Foreign Office Consular Services Portal. That portal has its own page explaining the APS, and it settles this question in two sentences. Checked 30 August 2026.

“The Academic Examination Board (APS) only exists in China, Vietnam and India. This is a joint organisation of the German Embassy and the German Academic Exchange Service (DAAD).”

“If you obtained your school-leaving certificate in another region, you do not need any further certificates.”

Nigeria is “another region”. That is the whole answer, in the German government’s own words, on the portal you are required to use to apply.

How to spot the fake checklist in your WhatsApp group

The version circulating on WhatsApp and Telegram right now reads: “APS Certificate: Mandatory academic verification certificate issued by the German Embassy in Abuja.” Two things in that one line are wrong.

First, there is no APS office in Nigeria, so there is nothing in Abuja to issue it. Second, an APS certificate is issued by the Akademische Prüfstelle itself, not by an embassy. The reason that phrasing sounds convincing is that it has been lifted from Vietnam, where the APS genuinely does sit inside the German Embassy in Hanoi. Somebody swapped Hanoi for Abuja and the checklist spread from there.

There is a second check you can do yourself in about a minute. The German Embassy Abuja publishes its full student visa document checklist, last updated 10 February 2025. It is exhaustive, down to the size of your passport photograph and the courier envelope you must bring. The blocked account is on it. The 75 euro fee is on it. WASSCE, BECE and NECO are on it. The APS is not on it anywhere, because it does not apply to you.

So if somebody sends you a document list with APS on it, you do not need to argue with them. Open the embassy checklist and the portal page above, and check for yourself. If the person quoting you a fee cannot show you the requirement on either of those two pages, they are not describing a requirement. They are describing a charge.

The fake APS charge, and how to protect yourself

This is the part that costs people real money. Because so many students now believe the requirement exists, some agents sell an “APS processing” service for Nigeria. There is nothing to process. The money buys nothing.

The bigger danger is not even the fee. It is that students hand over original WAEC certificates, degree certificates and transcripts to an agent for a verification step that does not exist. Replacing an original Nigerian academic document takes months, and you will need those originals at your visa appointment.

• Do not pay any APS fee in Nigeria. There is no legitimate one to pay.
• Do not hand originals to an agent for APS purposes. Originals go to uni-assist, your university, or the German mission, exactly as their own checklists specify, and nowhere else.
• Do not book travel to Abuja for an APS appointment. There is no such appointment. Your visa appointment is a different thing and is booked through the official channel.
• Check requirements only at source, meaning nigeria.diplo.de, uni-assist.de and your university’s international office.
• Treat the rest of any page that lists a Nigerian APS as suspect. If they copied that, they copied the rest too, including the fee figures.

What to do with the time you just got back

If you had budgeted four to eight weeks for an APS, that time is yours again. The genuine bottlenecks in a Nigerian application are elsewhere, and they are worth attacking now.

1. Get your documents verifiable. Confirm your WAEC or NECO result loads on the official e-verification portal, and check that your name and date of birth match across WAEC, transcripts and passport exactly. Mismatches are the single most common cause of delay, and they are slow to fix.
2. Start uni-assist early. Assessment takes weeks in peak season, and a VPD you do not have is a deadline you will miss. See the uni-assist walkthrough.

4. Book the visa appointment. Appointment waiting time is the real queue in this process, not any verification step.

Common mistakes we still see

• Waiting for an APS before starting uni-assist. Students delay their whole application by months waiting for a certificate that will never arrive.
• Assuming the agent knows better than the mission. The checklist on nigeria.diplo.de outranks anybody’s opinion, including ours.
• Confusing APS with legalisation. Document legalisation at the German mission is real and sometimes requested. It is not an APS and it is not the same process.
• Confusing APS with the VPD. The VPD from uni-assist is real, useful and often required. If someone told you that you need “the certificate before you can apply”, they may have meant the VPD.
• Assuming your Indian or Chinese degree is exempt because you are Nigerian. It is not. That is the one case where you genuinely do need an APS.

Frequently asked questions

Do Nigerian students need an APS certificate for Germany?

Is there an APS office in Nigeria?
No. APS offices exist in Beijing, Hanoi and New Delhi, and Mongolia is handled through the German Embassy in Ulaanbaatar. No APS office has ever existed in Nigeria.

How much does an APS certificate cost in Nigeria?
Nothing, because it does not apply. There is no legitimate APS fee for Nigerian qualifications. If you are being asked to pay one, that is the warning sign.

My agent says I need one. Who is right?
Check the German Mission in Nigeria checklist yourself. It takes two minutes and it settles the question. If an agent’s list disagrees with the mission’s list, use the mission’s.

I have a Nigerian passport but I studied in India. Do I need an APS?
Yes. The APS follows where you studied. You would apply through APS India in New Delhi for your Indian qualifications.

Does the Studienkolleg route need an APS?
Not for Nigerian qualifications. Applicants coming from China, India, Vietnam or Mongolia do need one for Studienkolleg admission.

I already paid someone for APS processing. What now?
Stop any further payment, ask immediately for the return of every original document, and carry on with uni-assist and your visa appointment. Nothing in your application is blocked by the absence of an APS, because it was never required.
